RESUMO

The Czech Republic submitted a request to the European Commission to be recognised as a Member State with negligible risk of classical scrapie. EFSA has been asked to assess if the Czech Republic in its application has demonstrated for a period of at least 7 years (2015-2021) and proposed for the future, that a sufficient number of ovine and caprine animals over 18 months of age, representative of slaughtered, culled or found dead on farm animals, have been and will continue to be tested annually to provide a 95% level of confidence of detecting classical scrapie if it is present in that population at a prevalence rate exceeding 0.1%. A risk-based approach using stochastic scenario-tree modelling accounting for surveillance stream and species was applied. There is still a lack of data on the actual performance of the approved tests under field conditions, especially in sheep. Therefore, alternative scenarios were explored extending the range from the sensitivity provided by the past European Union evaluations of diagnostic screening tests to a sensitivity of 50%, consistent with published data obtained under field conditions in infected goat populations. Using data provided by the Czech Republic for 2015-2022, the estimated parameters of the scenario-tree model, the range of values of diagnostic sensitivity and applying the criterion for the 95% confidence level, it is concluded that the Czech Republic has tested annually a sufficient number of small ruminants to meet the requirement, for all combinations of years and diagnostic sensitivity scenarios except for 60% diagnostic sensitivity in 2021 and 2022, and 50% in 2015, 2016 and 2018-2022. Based on the proposed number of samples to be tested in 2023 and future years, the Czech Republic would test a sufficient number of animals to meet the requirement for all combinations of diagnostic sensitivity, except for the 50% scenario.

In recent years, several generic risk assessment (RA) tools have been developed that can be applied to assess the incursion risk of multiple infectious animal diseases allowing for a rapid response to a variety of newly emerging or re-emerging diseases. Although these tools were originally developed for different purposes, they can be used to answer similar or even identical risk questions. To explore the opportunities for cross-validation, seven generic RA tools were used to assess the incursion risk of African swine fever (ASF) to the Netherlands and Finland for the 2017 situation and for two hypothetical scenarios in which ASF cases were reported in wild boar and/or domestic pigs in Germany. The generic tools ranged from qualitative risk assessment tools to stochastic spatial risk models but were all parameterized using the same global databases for disease occurrence and trade in live animals and animal products. A comparison of absolute results was not possible, because output parameters represented different endpoints, varied from qualitative probability levels to quantitative numbers, and were expressed in different units. Therefore, relative risks across countries and scenarios were calculated for each tool, for the three pathways most in common (trade in live animals, trade in animal products, and wild boar movements) and compared. For the 2017 situation, all tools evaluated the risk to the Netherlands to be higher than Finland for the live animal trade pathway, the risk to Finland the same or higher as the Netherlands for the wild boar pathway, while the tools were inconclusive on the animal products pathway. All tools agreed that the hypothetical presence of ASF in Germany increased the risk to the Netherlands, but not to Finland. The ultimate aim of generic RA tools is to provide risk-based evidence to support risk managers in making informed decisions to mitigate the incursion risk of infectious animal diseases. The case study illustrated that conclusions on the ASF risk were similar across the generic RA tools, despite differences observed in calculated risks. Hence, it was concluded that the cross-validation contributed to the credibility of their results.

Wild fish were suspected to be the source of reinfection by viral haemorrhagic septicaemia virus (VHSV) in Finnish brackish water rainbow trout farms located in a restriction zone regarding viral haemorrhagic septicaemia (VHS) comprising the entire Province of Åland, Baltic Sea, in the 2000s. Altogether, 1636 wild fish of 17 different species living in the vicinity of infected fish farms were screened for VHSV during the years 2005-2008. Additionally, 2 uninfected wild fish species as well as farmed whitefish were introduced into a VHS-positive fish farm to test whether they became infected by VHSV from the clinically diseased rainbow trout. Wild fish did not test positive for VHSV on any occasion. In contrast, whitefish introduced to a VHS-positive farm were infected with VHSV genotype Id and started to replicate the virus for a short time during the trial. Whitefish are farmed together with, or in the vicinity of, farmed rainbow trout in the study area and, according to this study, are a possible source of the recurring infection in the restriction area. A sprivivirus was isolated from all fish species in the infection trial without causing mortality in the test groups.

We applied scenario tree modeling to study how the genetic distribution of the sheep population in Finland and the focusing on fallen stock would influence the surveillance sensitivity of scrapie. To incorporate the unevenly distributed susceptibility into the estimation we used data from GB where the genetic distribution and scrapie occurrence have been documented in both normally slaughtered and deceased animals. Finland's sheep population is more susceptible to scrapie than the sheep population in GB and surveillance is concentrated on fallen stock. As a result, there is high systemic sensitivity in Finland even with the moderate number of studied animals. The certainty of the freedom-of-disease status is clearly elevated by the low probability of previous disease occurrence and low probability of introduction. The results highlight the need to change the concept from surveillance system sensitivity to freedom-of-disease status and to also consider the risk of introduction and the cumulative nature of the disease prevalence information due repeated surveillance efforts.

The eradication of viral haemorrhagic septicaemia virus (VHSV Id) from Finnish brackish-water rainbow trout Oncorhynchus mykiss farms located in the restriction zone in the Province of Åland, Baltic Sea, failed several times in the 2000s. The official surveillance programme was often unable to find VHSV-positive populations, leading to the misbelief in the fish farming industry that virus eradication could be achieved. The ability of 3 other surveillance programmes to detect infected fish populations was compared with the official programme. One programme involved syndromic surveillance based on the observation of clinical disease signs by fish farmers, while 2 programmes comprised active surveillance similar to the official programme, but included increased sampling frequencies and 2 additional tests. The syndromic surveillance concentrated on sending in samples for analysis when any sign of a possible infectious disease at water temperatures below 15°C was noticed. This programme clearly outperformed active surveillance. A real-time reverse transcriptase-polymerase chain reaction method proved to be at least as sensitive as virus isolation in cell culture in detecting acute VHSV infections. An ELISA method was used to test fish serum for antibodies against VHSV. The ELISA method may be a useful tool in VHSV eradication for screening populations during the follow-up period, before declaring an area free of infection.

Biosecurity is important in order to prevent disease transmission between animals on farms as well as from farm to farm. Personal biosecurity routines such as hand washing and the use of protective clothing and footwear are measures that should be used at all farms. Other measures are for example related to purchasing new animals to the farm. A questionnaire-based survey was undertaken to study the frequency of use of different biosecurity measures on cattle, pig and sheep farms in Finland. Information about which biosecurity measures are in use is needed for contingency planning of emerging diseases or when combating endemic diseases. Knowledge about the level of biosecurity of a farm is also needed in order to assess if and where improvement is needed. Information regarding biosecurity levels may benefit future animal disease risk assessments. A total of 2242 farmers responded to the questionnaire resulting in a response rate of 45%. The implementation frequencies of different biosecurity measures are reported. The results revealed differences between species: large pig farms had a better biosecurity level than small cattle farms. There were also differences between production types such as dairy farming versus beef cattle farming, but these were not as remarkable. Sheep farming in Finland is sparse and the large number of hobby farmers keeps the biosecurity level low on sheep farms. This might represent a risk for the entire sheep farming industry. The Finnish farmers were satisfied with their on-farm biosecurity. Eighty percent of the farmers report that they were satisfied even though the biosecurity level was not particularly high. The implementation of biosecurity measures could be further improved. Even though the disease situation in Finland is good today, one must be prepared for possible epidemics of threatening diseases.

BACKGROUND: Post-weaning diarrhoea (PWD) is a significant gastrointestinal disease in pigs. It is considered a multifactorial disease associated with proliferation of enterotoxigenic Escherichia coli in the intestinal tract of affected pigs. The aim of this study was to analyse risk factors related to the occurrence of PWD on Finnish piglet producing farms. METHODS: The data of a follow-up study of 73 conventional piglet producing farms was used in the case-control study. The selection of the 41 PWD case and 28 control farms was based on the use of antimicrobials for treating diarrhoea in weaned pigs and the answers related to the occurrence of diarrhoea after weaning in the questionnaire. Four intermediate farms were excluded from the statistical analysis. Altogether 39 factors related to herd characteristics, weaner pig management and pig health were studied. The median number of sows was 59.0 (IQR = 44.0; 74.5) and 52.5 (IQR = 36.8; 61.5) on the case and the control farms, respectively.The significances of the univariable associations between the explanatory variables and the outcome variable were tested, and in the multivariate analysis quasibinomial generalized linear models were applied. RESULTS: An increased risk of PWD was associated with the regimen of twice a day feeding and feed restriction after weaning (P = 0.02; compared to feeding three or more meals a day or the use of ad libitum feeding) and with a higher number of sows on the farm (P = 0.02; risk increasing with increasing number of sows). Automatic temperature control was associated with a decreased risk of PWD (P = 0.03; compared to manual temperature control). CONCLUSION: Twice a day feeding of newly-weaned pigs should be avoided if the amount of feed given is restricted. Variation in ambient temperature should be minimized in housing of newly-weaned pigs and this can be achieved by using automatic temperature control. With increasing number of sows in the herds the risk of PWD increases and more attention should be paid to prevention of post-weaning diarrhoea.

BACKGROUND: Costs and benefits of two Salmonella control policies for broiler production were described and compared. The control options were the Zoonosis Directive 92/117/EC and the more intense strategy, the Finnish Salmonella Control Programme (FSCP). METHODS: The comparison included the Salmonella control costs in primary and secondary production and the direct and indirect losses due to Salmonella infections in humans in 2000. RESULTS: The total annual costs of the FSCP were calculated to be 990 400 EUR (0.02 euro/kg broiler meat). The average control costs in the broiler production chain were seven times higher with the FSCP than with the Zoonosis Directive alone. However, the public health costs were 33 times higher with the Zoonosis Directive alone. The value of one prevented loss of life per year exceeded the annual control costs of the FSCP. CONCLUSION: Due to significant savings in public health costs compared to costs of FSCP, the FSCP was found to be economically feasible.
